立川工業成立於2007年，係為國內歷史悠久之扣件製造集團－立進集團之子公司。立進集團於2002年時逐漸將扣件生產之中心逐漸移往中國發展，迄今已成立四間合資公司，各自專精於各式五金加工,諸如金屬材料分條分切,華司墊圈等各種金屬熱處理與模具用鋼加工等事業，總計年營業額高達數億元，西進中國之成果斐然。但董事長徐福川先生感念「出外遊子，終需歸根」，又有鑑於國內集團子公司－立進興業皆以生產中低階螺絲扣件為主，而面對現今國外低價扣件產品大舉進入國內市場競爭，對於立進興業及國內扣件業者將產生極大衝擊，扣件產業之技術升級已為不得不為之途，因此，徐董事長便毅然決然指示立進集團中扣件製造及研發經驗豐富之團隊進駐，並投入大量資源及資金，成立立進集團首家以研發及生產高功能性專利扣件之公司－立川工業。
